i recently buit a new computer for my parents (there old one died) every thing installed with out a hitch, execpt for the video card which came damaged. now my problem is it takes a really long time to boot, over 1min sometimes close to 2min. is there any way to speed it up? is it possible there is a hardware issue?

My IDE Hard drive appears to be failing. Hello, I'm new to these boards but I'm a long-time Newegg.com customer.
So I've read a few places that removing the hard drive jumper completely opens up the HDD to SATA 3.0 GB/s from 1.5 GB/s. Right now the jumper is on the ''Master'' setting although I've only got one HDD. I've got a Seagate Barracuda 250 GB. Is that true or what?
