I actually used XFX's website, looked at their list of products since they have both ATI and NVIDIA and have a pretty broad range, from just looking at what they have its pretty easy to figure out.

I think the best he can do is a ATI HD 4670 GDDR3 card coming in at under 7'' and not requiring a power connector. All 8800/9600s and 4700/4800s come in at 8'' or longer.

For either the 80 dollar or the 115 dollar AMD CPU, you might consider listing the Phenom II X2 545. Right now its 89.99 on Newegg, and not strictly an 80 dollar processor, but should be close enough. It also falls only 0.1ghz behind its big brother, the X2 550. Very nice ...

n0lxx:Run CCleaner through the registry to get rid of your dead entries. Then use it to get rid of your old files.
Defrag the hard drive. Having the files in some semblance of order helps it boot faster.
Start with that and see if that helps at all.
Speaking of CCleaner, one thing in there that can help quicken booting is up is going in to ...

I would love to, but my free time for this has been getting less and less. It takes a long time to refresh the ones I do have already.

Thanks for the feedback! I thought it'd be a nice way to keep it a bit fresher if I wasn't able to get to it as regularly as I have in the past. I think I'm going to leave the memory/motherboard/CPU all as they are, perhaps a quad core alternative for the Intel.

Sounds good, just don't expect much out of the gaming arena with that card. Overall though its a good general use PC or low end gaming.
