Your 300W PSU should have no problem running the 4650; a 4850 would kill your PSU, but a 4650 would be fine.
Just look at one of the reviews who apparently uses a 220W PSU; that should indicate you'll have no problems. I do believe the 4650 takes less than 65 Watts of power...

I believe the 4350 should be able to handle the load, but the 4550 or even the 4650 would be a better choice especially considering the 1080p resolution.
None of the cards are too impressive with bit width or overall high performance.

You do realize the government uses mostly Microsoft Operating Systems, right? So they may want to know how their own systems work better to fend off attacks. The government cannot do much right let alone at or under budget so I'm pretty sure they cannot spy on too many people at once.
