There are plenty of options to input video into a PC TV Tuner. S-Video, Composite, etc.
You CAN get video from a STB to a PC TV Tuner. You will just have to trust me on that one.

Usually the IR Blaster comes with the PC TV Tuner. Check the product page.
Raw coax cable into the STB > Component Video cables out of STB into PC TV Tuner.

1. The hardware.
-For unencrypted analog channels straight from the cable.
Raw cable > PC TV tuner
Easy.
-For encrypted channels that you need the set top box to get.
Raw cable > Set top box > AV Cables > PC TV Tuner.
