First gaming pc build. Will it work?

Hi, i have been looking for hardware to a gaming pc i want to build, though i am not sure if the parts will fit together, so i need some help. These are the parts i have chosen this far:

Graphic Card: Radeon HD 7850 2GB

PSU: COOLER MASTER eXtreme Power Plus RS700-PCAAE3-US 700W ATX 12V v2.3 Active PFC Power Supply

RAM: G.SKILL Ripjaws X Series 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Desktop Memory Model F3-12800CL9D-8GBXL

CPU:AMD FX-4100 Zambezi 3.6GHz (3.8GHz Turbo) Socket AM3+ 95W Quad-Core Desktop Processor FD4100WMGUSBX

Motherboard: GIGABYTE GA-970A-D3 AM3+ AMD 970 SATA 6Gb/s USB 3.0 ATX AMD Motherboard

What is the maximum budget for this build?

And does that include an OS license?
