I plugged the system in and booted it up with only half power to the video card to see what would happen. After a few moments, both the hdd and pwr leds came on, and I got 4 system beeps, a pause and then another system beep. What do these beeps mean? Could it be an indication of video card failure?
If the video card doesn't get enough power, it won't display anything and the system will beep an error code stating there's a problem. I'm willing to bet your video card is the problem. Make sure everything is seated properly, and get both connectors on that video card.
I don't mean to make you feel bad, but this is why I recommend that people ask around before buying computer parts.
