ECS GOAL3+ AMD Sempron 3000+ overclocking

I am considering buying the above product ( http://www.newegg.com/Product/Product.aspx?Item=N82E16813135060) . I would like to overclock this to at least 2.4ghz. The first thing I would like to ask those who have owned the combo whether it has a pci lock in the bios so i can set the pci to 33mhz and it will not move when I change the front side bus. The second option I am looking for is memory settings. I would like it to have the memory speed settings as well as latency settings. voltage settings for the chipset as well as the cpu would be nice, but that wouldn't be the end of the world if it didn't have these settings, as it is possible to get to 2.4ghz on stock volts. I know I am forgetting some other crucial settings, but I cant remember them off the top of my head. Also, This does not come with a heatsink/fan. any recommendations here? I am tempted to just buy the cheapest thing I can find, http://www.newegg.com/Product/Product.aspx?Item=N82E16835103166 which is rated for an "AMD Athlon64 up to 3700+ AMD Sempron 3500+ or higher" so I should have room even on that. Also, this board is pc chips, not ecs and pc chips is notorious for making junk I currently have a pc chips motherboard that just died on me. Just reading the reviews of this product on newegg is disturbing to say the least. I was wondering if anyone has done long term overlcoking on this board and it survived? Also, off the subject; buy why is pc3200 so much more expensive than ddr2 and even ddr3; whats with that?! Sorry if this is confusing I hope its understandable.

I don't know first hand about this board/cpu but pc chips is not traditionally a good brand for overclocking, so I doubt it will have those type of advanced system confic options in the bios.

I could be worng though maybe someone who has one can give better info

well pretty much any board with a via chipset inst going to clock great, but even a 200mhz increase on my current via rig made a huge difference.
