    Accessing the Internet w/smartphones

    This is a 2-part question:  Let's assume that it is possible to obtain a discarded AT&T or T-Mobile smartphone that somebody is no longer using.....perhaps because s/he got a newer fancier one.  In all likelihood the discarded phone will now lack a SIM card, can be "unlocked", and presumably be wi-fi enabled.  So, here are the 2 questions:

     1.  Are my above assumptions too ridiculous and outrageous?

     2.  If my assumptions are not "too ridiculous", wouldn't one be able to take the "old" smartphone, insert a SIM card from a previously owned  T-Mobile dumbphone, go over to a Starbucks, and get on the Internet?
