I am going to buy a new monitor in a couple days and I was wondering if it would be worth it to buy:

The samsung is the one that I was originally going to buy because of a promo deal where i save an extra 40 dollars 

Well one is a 28" Vs. a 22" one is 10000:1 and the other is 800:1, and one is 5ms vs. 3ms.

I would go for the Samsung.

Sense you were looking at a Samsung this one is cheaper and better

With the Hanns you're going to get a large mediocre picture with lackluster colors and some potential for minor ghosting in really fast moving settings  (though 5ms is still a good RT).

The samsung will be smaller, but still bigger than most people will ever have for a PC, and wll have fantastic looking colors and a near-flawless response time.
