New video card worse than my old

Alright, I just got my new graphic card today. I put it in, and it isn't any different than my old one, I get the same FPS I did in CoD2 as my old card got. I got an XFX 9800 GTX Black Edition and I upgraded it from an EVGA 8600 GTS Superclocked. I got 125 constant with the EVGA, but now with the XFX, I can't get 250. Pretty sure the card should be able to get at least 250 constant easy in CoD2. I even have all of my graphics turned down to like the bare minimum. It isn't a driver issue, installed the latest drivers for the card. Here are my other specs...

    AMD Athlon 64 FX-62 Windsor 2.8GHz
    XFX nForce 590a SLI
    CORSAIR XMS2 2GB (2 x 1GB) 240-Pin DDR2 SDRAM DDR2 800 (PC2 6400)
    Western Digital Caviar SE16 320GB 7200 RPM 3.0Gb/s 16MB Cache
XFX GeForce 9800 GTX Black Edition 512MB
    Creative Sound Blaster X-Fi XtremeGamer
Microsoft Windows XP Home Edition SP/3
    CORSAIR CMPSU-620HX

I know I can get 250 with this, but instead, it has the same FPS as my old card. There are people that get it with worse cards than this. If you can help, that would be great, thanks.

UPDATE: I just tried to play CoD4. With my 8600 GTS, I could get 125 constant, now my new 9800 GTX can't even get that, this sucks.

Have you checked the temperature of it while gaming?

    CPUID - Hardware monitor

Maybe its slowing down because its getting hot, how much room is around the fan area of the video card, maybe its restricted by another card?

I agree with GmsCool. It could be the video card throttling back the speed because it is getting too hot. You may want to check your air flow and temp of the card. Maybe the card is not getting enough power and running at full speed. And if failing that maybe somehow the card is bad, IMHO.

Also, the core clock speeds are not much different.  You get more stream processors with your new one, and a larger memory bank, but processing speed is nearly identical.
