Comp won't turn on, but lights are on mobo!

Hello everyone, I just received all of my parts from newegg.com today.  So I assembled this computer for the first time and I checked over and over to make sure everything was connected.  I finally put the side panel back on and just plug the computer in the power just to see if it will turn on and start beeping for errors.  So I hook the computer up with power and I click the power button.  Nothing happens.  No fans start to run.  The power supply fan doesn't run.  CPU fan doesn't run.  Just nothing.  The only thing that I saw was a solid blue and yellow light on my motherboard.  I don't know if this makes a difference but they were near the RAM.  I don't know what else to do.  I unplugged all the power from the fans, cd drive, hard drive, graphics card.  The only thing that had power was the motherboard.  Still nothing.  I then get a few tips from my friends saying that the power supply might be dead or might not work properly.  I call Rosewill (manufacturer 550 W) and I talk to their technicians.  They told me to take a paper clip and circuit pin 13 and 14 on the big black wire.  The 20 pin.  So I do that and nothing happens.  But then I start to move the paper clip to other pins just to see if it will turn on.  I can't remember correctly but I believe when I circuited pin 15 and 16, the power supply turned on.  I am just worried I might have fried something or something else might be the problem that I haven't figured out yet.  Someone please help me out so I can get this computer running.  I would appreciate it a lot.

I'm just worried that it might be something else.  I just hope its the power supply so I can get it fixed quickly.

Hey maybe its just not supplying enough power. If you have a spare power supply at home which has more volts then your original one, then you can plug it in and see if its the power supply that is causing the problem. So if the PSU is the problem then you should return the product and get a new power supply.

Great way to electrocute yourself and damage your hardware in one swoop, right there.

Are you sure you installed the motherboard standoffs correctly? Perhaps it's not turning on because of a short-circuit from the bottom of the mobo to the case.

    This might help:     http://www.eggxpert.com/forums/thread/317941.aspx

Could be a number of things....check that your on/off switch (on case) is working and properly connected.

What about the 2x2 P4 connector on the MoBo? Is it plugged in?
