I'd like if you could do a test for us. Power off your computer, but ALSO flip the power switch so that NO power (not even auxiliary) is being provided to the computer. If the monitor still says on after ~1 minute after the computer has 0 electrons flowing in it, unplug the HDMI from the back of the monitor. If it powers off now like you expected, it may have a rudimentary method of checking if a cable is present; if so, it does not shut down. If no cable is present, it has no problem shutting down. I am not sure if there is a setting to disable/enable but it probably has verbiage along the lines of "HDMI Standby"
If all else fails, contact ASUS and see if they know of this or have any response to it.
