True. One of the things that has happened at work are bad GPUs but more commonly when we have issues like this, it is a driver issue from either bad/corrupted drivers or a device conflict between the GPU and another device. The device conflict possibility is something I did not think of last night.
To the OP,
If you have not already done so, while in Safe Mode, check in Device Manager to see if you have any devices that are having a device conflict. If you need help with determining what could be conflicting, post your device and IRQ listing here so that we can look and see what may be the issue. Based on what GMS posted, it gave me another suggestion for you to try. After you uninstall the graphics drivers, reboot into normal mode for your PC and see if the problem occurs. If the problem does not occur, then you have confirmed it is driver or device conflict related when you have the manufacturer drivers installed. At this point, I would try installing new graphics drivers and reboot to see if the issue returns.
