you sound a bit extravagant- with coolers, i think anything over 60 dollars is way too much
but if youve got a hundred bucks to spend on cooling, the thermalright ultra-120 extreme is your best bet for cpu cooler
it costs about 60 dollars- newegg is always out of stock so look elsewhere
slightly less extravagant is the xigmatek hdt-s1283, which is almost as good as the thermalright, maybe 1-3 degrees warmer but is soo much cheaper- it'll give you the best bang for your buck.

for fans, that depends on whether you want silence or performance
